Law 11/2007 of 22 June, citizens' electronic access to public services , creates the concept of "electronic office" , defined as "that address available to citizens via telecommunications networks, the ownership, management and administration corresponds to a public administration body or administrative agency in the exercise of its powers ", giving freedom to each Civil Service to determine the conditions and instruments for creation of them. Similarly, the Act provides that electronic access to government electronic records created for receiving and forwarding of applications, documents and communications.
On the other hand, Project No 4 of Strategic Plan Administrative Modernisation and Service Quality aims "normative adaptation required for the implementation of eGovernment, providing the necessary legal certainty for citizens who make their efforts through New Media Technology. "
This adaptation rules have been produced in part with the approval of the Municipal Administrative Procedure Rules, specifically in Title V, entitled General guidelines on eGovernment. Subsequently, by resolution delegate Councillor Presidency Catalog approved the application of standard model , including those applications that people need on their face and electronic arrangements with the city of Móstoles. Finally eGovernment Committee, at its meeting held on March 17, 2010, agreed that the competent body (the House of the Corporation) approve an ordinance regulating the creation and Electronic Registration Headquarters in the City Administration Móstoles. The purpose of this Ordinance is, first, establishing the conditions for establishment, operation and the contents of the site or online offices of the City of Móstoles and, secondly, to create the electronic record.
With the implementation of the electronic and electronic registry is intended to minimize both the current fragmentation of services offered by the Municipal Administration of Mostoles, in order to facilitate access to them, how to create a space in which the Administration and the citizen is identified in the framework of administrative electronics with the necessary guarantees.
