Transparency International Spain just published Transparency Index of the municipalities (ITA) 2010, that measures the level of transparency of the 110 largest municipalities of Spain. For this we have used a set of 80 indicators divided into five areas of transparency, each of which has also produced the ranking for specific municipalities.

The Móstoles City Council has made in the year 2010 a score of 77.5 points (out of 100 possible), which substantially improve their grades in previous years. It has risen in the Transparent Municipalities Ranking , from position 73 to position 47 in 2010.

In 2008, Móstoles City Council was assessed 31.3 points (out of 100), being in a position number 87 (on the 100 largest municipalities by population).
In 2009 was evaluated 61.3 points (over 100), being in a position number 61 (on the 110 largest municipalities by population). And in this third edition of 2010 has been obtained 77.5 points (out of 100) being in a position number 47 (on the 110 largest municipalities by population).

To improve the transparency of the City of Mostoles and its citizens and society as a whole, has created Transparency Committee . This committee is composed of the Deputy Mayor and Councillor of the Presidency, with functions of momentum and political leadership and the Secretary General, the Coordinator of Finance, the Director General of Budgets and Accounting, Procurement Officer, the General Coordinator of Planning, the Technical Director of New Technologies, Technical Director of Works and Environment and the Director of Modernisation and Quality, in a coordinating role. Ordinance headquarters building and electronic registration process

Law 11/2007 of 22 June, citizens' electronic access to public services , creates the concept of "electronic office" , defined as "that address available to citizens via telecommunications networks, the ownership, management and administration corresponds to a public administration body or administrative agency in the exercise of its powers ", giving freedom to each Civil Service to determine the conditions and instruments for creation of them.

Similarly, the Act provides that electronic access to government electronic records created for receiving and forwarding of applications, documents and communications.

On the other hand, Project No 4 of Strategic Plan Administrative Modernisation and Service Quality aims "normative adaptation required for the implementation of eGovernment, providing the necessary legal certainty for citizens who make their efforts through New Media Technology. "
This adaptation rules have been produced in part with the approval of the Municipal Administrative Procedure Rules, specifically in Title V, entitled General guidelines on eGovernment. Subsequently, by resolution delegate Councillor Presidency Catalog approved the application of standard model , including those applications that people need on their face and electronic arrangements with the city of Móstoles. Finally eGovernment Committee, at its meeting held on March 17, 2010, agreed that the competent body (the House of the Corporation) approve an ordinance regulating the creation and Electronic Registration Headquarters in the City Administration Móstoles.

The purpose of this Ordinance is, first, establishing the conditions for establishment, operation and the contents of the site or online offices of the City of Móstoles and, secondly, to create the electronic record.

With the implementation of the electronic and electronic registry is intended to minimize both the current fragmentation of services offered by the Municipal Administration of Mostoles, in order to facilitate access to them, how to create a space in which the Administration and the citizen is identified in the framework of administrative electronics with the necessary guarantees.

Finally, the New Technologies department is currently adapting the technological infrastructure available to the public to the electronic record.
